I guess that a reason could be a "safer" drinking experience? Drinking like that prevents both being excessively close to the water and also allows to "test" the water at each slurp so it may be a way of preventing poison or drinking unwanted objects

Cats have shorter tongue than dogs, so they can't bend it like dogs when they drink. Dogs also can't drink the way cats do, because their tongue is too smooth to pull liquids the way cats do. There's another comment by another person which explains why cat's rough tongue can pull liquids that way

Just a reminder that it’s not good to give your cats milk it gives them diarrhea, which essentially expels all their nutrients out that they’ve eaten. Most adult cats cannot properly digest lactose. Cartoons have perpetrated the whole “cats love drinking milk” thing for God knows why.
